Magic Chef Dishwasher problem

My Magic Chef Super Scrub dishwasher is not working. I hear a humming noise when the cycle starts, so I know power is getting to it, but nothing else happens. There is water in the bottom of the dishwasher. We have tried to remove the drain cover to look for anything blocking the drain/filter but see nothing but water. The dishwasher came with the house and it has never worked. What can I do?
