1985 honda goldwing gl1200 interstate/why does fuel from the carbeuator back up into vacumn line into the air filter?

The clear lines are fuel lines, ... what performance problems do you have? There are PCV lines into the air cleaner but they should carry only crankcase gasses, which can be quite "gassy" smelling especially after a succession of short trips. A new air filter will reduce the vacuum in the filtered air stream. Just some ideas that may help.
