I have a 1976 dodge 360 rv It wont start It was running, last week then it died. Replaced the starter and battery and now it only sparks when the key is in the off position. Replaced the ballast resistor, icm, coil, plugs, wire, rotor... Thinking its a ground Let me know if you can help! Thanks so much! I Have a test light and multimeter
Check for a bad ground - causes weird readings especially when using a digital meter. use a cheap analog meter that draws a bit of current. digital meters can give you confusing readings like showing voltage when there's nothing readable on an analog meter.
Possibly an iginition short. if sparks when key is "off". if key is "on" check voltage at solenoid. then check getting voltage to starter
