Most owner's manuals are so generic they are hardly worth the paper they're printed on. They're expensive to produce, so details like wiring or plumbing diagrams are never included, even valve and switch locations get changed on the production line, so they aren't specific. Best is to go through and write down name and model of every system or device you find. Then look those items up online and download manuals for the systems.
On the out side of your rv, there should be a metal hinged panel that you open up to get to the backside of the water heater. usually about 16 in by 16 inches. On the inside it is usually under a sink, or bench you will have to figure it out from the outside first and you will know the general location on the inside.
Are you looking for an owners manual or for specific information? You can contact Fleetwood and request an owners manual but the information is vague at best when it comes to the electrical, plumbing and mechanical systems. Each component, i.e., refrigerator, furnace, water heater, a/c, etc. will have its own owners manual provided by the manufacturer of the said component.
