I make the best desktop systems! (LOL) I select the best components i can afford that will do the job i need from my systems.
however as far as comercial computer companies are concerned dell (according to someone who i know who worked with a dell system daily) were always crashing and had all sorts of bugs in the systems.
as for other vendors most of the cheaper pre built systems are prone to crashing every few days or weeks because they are not using the best possible components and often the powersupply is not adequate to copoe with the system under full load.
so go to a etailer such as http://www.dabs.com now select the components that are well within your budget, remember that if the system does not say japanese components it is likely to crash more frequently.
never use any other brand hard drive than Seagate (speaking from experiance seagate drives outperform all other brands on the market).
system RAM crucial is cheap and damn good quality (i have never had a problem.
if you wish to use your computer as a media centre and output to a TV screen then an ATI chipset GPU should be used. Nvidia may be great for gaming, but from experiance they tend to only be capable of out putting to black and white on a UK pal tv system.
AMD processors outperform the eqivelent Intel. so always use AMD where you can.
don't forget to choose a suitible chassis/ case for your components as well as the keyboard and mouse.
a great basic system (thatr will not crash too often if at all) can be yours for around £500 for the basic system (excluding software and display panel)
a great display panel is the BenQ FP91G+ (19inch 4:3 flat panel display panel).
Remember the hardware is just the tip of what you need. you have to buy your operating system and what ever other software you need.
as for what you heard if HP computers are like the periphrerals (the scanners I'm thinking of here) then you should never have a problem. but i can't tell you for certain.
