Regrettably, this is a common problem. The EPA requires that air vented from the crankcase be circulated through the engine to be burned. Since a Harley engine is a V-Twin engine with a single crankpin, the crankcase pressure is quite high with both of those pistons going downward at the same time. That is why Harley moved the crankcase vents to the heads in 1993. This helps but there is still some oil mist in the vented air and it will accumulate over time. This requires that you periodically clean the air filter cover out to keep most of the oil build up from dripping out. If the oil blowby is too bad, you may need to consider having a leak down test run on the engine to check the condition of the rings. Also, there are some "umbrella seals" in the rocker box covers that may need to be replaced.

Hoe can i check the oil on my 2001 bourget motorcycle

Bourget is a V-twin motor. The oil dip stick should be on the right read of motor...like a HD Twin cam. Check it cold and check it on it's side stand. NOT straight up in the air as it will give you false readings. Oh and buy a service manual for it.

In my first attempt to change my engine oil, I drained oil from bottom of my 2001 Fatboy, from the plug on the right side towards the front of the engine, just below the Twin Cam Cover and floor board,...

I'm not that familiar with the Twin Cam engine but from what you're saying, Harley has a drain or something in the cam chest of the Twin Cam engine. This is something new for Harley as the previous engines had no means of draining the cam chest. I would imagine that this is what the oil you saw was, oil in the cam chest waiting to be pumped back to the oil tank by the oil pump that is located in the cam chest. When you restart the engine, this area will again fill itself to the proper level.

When starting oil shoots out breather tube on air cleaner. what causes that?

It sounds like you have a condition we call "oil sumping". This is common on Softails and the old Shovelhead bikes. What is happening is when the bike is allowed to sit up for an extended period of time, the oil in the tank seeps past the check valve in the engines oil pump and collects in the engine cases. When the engine is started, the crankcase pressure blows the excess oil out of the vent which is in the air cleaner. The reason it does this is because the oil tank is higher than the engine. I thought Harley would have figured out a way to prevent this from happening in the new Twin Cam engines but I suppose they didn't.

Now, on the older Evo engines, you could reface the seat in the oil pump and stop this most of the time, but I don't know how to stop it on a Twin Cam since they've got a completely different oil pump.

On an Evo, there is another thing that would cause this as well. If you had something come through the oil pump and it locked the scavenge gears up and sheared the drive key, all the oil in the tank would be in the engine. This would cause oil to blow out of the air cleaner as well.

Check the level of the oil in your oil tank. The stick has two marks on it. The top mark is "FULL HOT" and the lower mark is "FULL COLD". Do not overfill your oil tank.
