If the fuel line is dry after the fuel pump its usally the diaphram thats stuffed does it have a fuel tap in place? is it off? also i know with nem mowers just been come over from freight the fuel filter is full of oil for the first start up as the valves need lubrication first startup... take the fuel line off from the carb just have it hanging down for a start, then crank the mower over, you should then have fuel coming out of fuel line by then... see if that helps jay QLD AUS

SERVICE REMINDER/HOUR METER
Service reminder shows the total number of hours the engine
has run and flashes to indicate that the engine or mower needs
servicing. When service is required, the service reminder will
flash for two hours. To service engine and mower, see the
Maintenance section of this manual.
NOTE: Service reminder runs when the ignition key is in any
position but “STOP”. For accurate reading, be sure key remains
in the “STOP” position when engine is not running.

Hi.
There is gas smell in the carburetor because the engine is not starting and carburetor is flooding.
As first thing ensure that there is spark, pull the spark plug wire and put the end near to engine block while cranking. You will see the spark. If there is no spark, check distribution coil and wires.
If there is spark, check if there is fuel pressure, if there is smell from carb, then the fuel pressure should be Ok.
Once you are sure that the pump is doing its job, and that there is pressure, check the carburetor settings. The mixture is probably too rich or too lean, and for that reason it is not igniting.
If it is not a matter of carburetor settings, then the carb must be taken apart to check carburetor filter.

Hi and welcome to FixYa, I am Kelly
This statement: "Noticed when the engine did start, it seemed to race up to much higher RPM than usual before it shut down." is telling you that the fuel solenoid on the bottom of the carb lost power so it shut off the fuel.
Look on the main wiring harness of the mower about even with the foot pedals but inside the cowling. Your looking for a 20 amp fuse (Flat type with the U piece between the terminals.) For some reason that fuse has failed. There has to be a shourt some where that caused the fuse to fail. Locate the short.... start in the pedal switch area and then the seat switch area looking for shorts. After that you just have to check everything including the lights (if so equipped) for shorts. Who knows even the wiring for the fuel solenoid or the fuel solenoid itself could be shorted.
The fuse may have a black plastic rectanular cover on it but will not be far from the main harness.
If you need any assistance or have any comments feel free to respond here.
Thanks for choosing FixYa,
Kelly
