Hi had my 2002 fatboy sitting in cold store room for 3 weeks,went to start her up today and it turned over once then started making a clicking nosie...HELP

Cold weather has an adverse affect on batteries. The clicking sound could be from the starter solenoid not receiving enough voltage to energize the starter motor. The engine being hesitant to start and run could indicate the need of new spark plugs, wires, etc.
The Oil Capacity is 3.5 qts. (3.3 L) are you sure you pulled the right drain plug, and drained the ENGINE oil? The engine oil drain hex bolt is located on the right side of the motorcycle and is removed/installed horizontally. Transmission oil drain hex bolt is located on the left side of the motorcycle and is removed/installed vertically.
Pull the float bowl caps off the carbs and then spray carb cleaner into the main jet and all other accessible ports on the carbs. Chances are there is a build up of water condensation in the carbs.
normally if you dont hear the fuel pump when you first turn it on then it shouldnt start at all. sometimes if you know where the pump is you can turn on ignition and run switch while touching the pump, you will feel if it's working. if not, check fuses, may be just blown. if fuel pump is working but dont shut off when motor starts then its not getting enough gas, try changing fuel filter. as for the GUM Berrymans B12 seems to do the trick for me, get the fuel additive and follow directions on the can.
Start with the battery and make sure u have at least 12.5 volts and good cable connections
