Sounds to me like you have either forgot to put back on the breather tube that runs off of the top of the valve cover, or, you did not set your valve cover correctly, or the torque is not correct on the cover itself.
8.7ft/lbs and the torque sequence is inside to outside (torque the inner-most nut between cyl 2 & 3 first, then the one above it then alternate sides on the outside ones). Recommended Hondabond is on the corners and the cam cap areas.

Why does my 1997 honda accord have oil around the spark plugs?

You have to replace the Valve cover gasket. Inside the spark plug hole, midway down is a gasket, every spark plug hole has them, you cant see it because its, well a gasket pressed against two very tight suface every spark plug hole, When these leak they fil up the sprkplug cavity, as you know. Go to a parts store, spend $30 dollars on a VALVE COVER GASKET SET. If reparied properly wiil be a 100% fix. If it's a 4 cylinder honda,, a monkey with downs syndrom could do this in five minutes. V6 accord, save yourself the time, grief and heart ache, and take it to a Professional.

Leaking directly below the valve cover on the drivers side, I've replaced the valve cover three times now?

Block surface might have a slight dent at the leak location. First mark the leak area then remove the cover again. Inspect the surface with a straight metal rod - look for a slight opening underneath.

A liquid seal & new cover gasket might stop the leak at this location.

This sounds like bad sparkplug wires, pull wires off the plugs and see if oil is on wires, this is common on these cars the valve cover gasket goes bad and oil leaks into sparkplug holes and then it misfires, if theres oil in holes replace the wires and the valve cover gasket with the tube seals,

your need a valve cover gasket set. It comes with 4 rubber seals for the spark plug tower so oil does not leak on the plugs. Common problem, Simple to fix. Takes about an hour

I have this 1997 honda accord 1600 special edition,just replaced the valve cover gasket set,and the pvc,number 3 plug boot is apparently gitting some oil from it's o-ring ,just replaced into the plug well...

When you put the new valve cover gasket in, you did place the o-rings in their proper position under the valve cover, right? Maybe I'm misreading your question, but it sounds as though you put them down in the plugs holes under the plugs. If I'm wrong, I apologize.

You'll have to take the valve cover off again. There must be a piece of old gasket still under there somewhere, or your gasket isn't seated properly. Make sure the head is completely clean, and the valve cover.

try removing the bolts hold on the valve cover and once you do that take a razor blade and a little lube and careful scrape the old one off.
