You may have one flooding carb. Warm it up and (using protection) pull one spark wire off and back on at a time, till you find one that isn't working. That will be your bad guy. If you do try the rebuild- hold your **** as those kits come in many forms costing up to $100 each with floats and needles and jets. So who ever does it-make sure they get the gaskets only kit. If you have never done one --they can take all day.
I have helped lightly stuck parts with a straight shot of fuel injector cleaner. But you need to get it out of there as it will eat pump diaphragms an old fuel lines pretty fast.
