Question about 1999 Honda XR 250 R
When you remove the carb, flip it upside down and remove the 4 screws that hold the float bowl on. Make sure you remove both jets (pilot - and main jet) clean the jets with air pressure or a small thin peice of wire to reem the jets, once you think you have cleaned them, hold them up to the light and make sure you can see through the holes and the holes look perfectly round. This will normally fix any motorcycle carb issue. Dont waste your money on cleaners that offer a spray and fix or a pour in the tank and fix solution. Those are simply not going to help you or your motor.

This is most likely just some dirt in your carb.or possibly some furring due to stale petrol that has sat in the carb. for a prolonged period.
Dismantle the carb and give it a good clean out.
Make sure you have a service manual before you start.
If you dont feel confident to tackle this, remove the carb and take to a motorcycle dealership for repair/service. You will save yourself some money by doing the removal and refitting yourself. If you try this yourself and still have problems let me know and I will try to assist further.
