That is a common problem to dirty low idle or low speed jets in the carbs. You will need to have the carbs cleand. You can try running some Tectron fuel system cleaner. If the bike has been sitting I would bet that you will need to have the carbs cleaned.

How do I confirm or who can I take my car to to verify if the inlet manifold is cracked or leaking.

Assuming you mean intake (vs inlet) manifold, there are two common procedures.

1. One of them involves blowing smoke into the vacuum system with the engine off, whereupon it will ideally be seen exiting from the area where a leak exists. While most use a smoke machine, I have seen one guy simply blow the smoke from a cigar into a hose that he pulled off of the manifold.

2. The second entails getting something into the leak from outside while the engine is running. I have seen both water and propane (even carburetor cleaner) used for this method. The idea is that whatever agent used will be sucked by engine vacuum into the manifold, then into one or more of the cylinders. If water, the engine will stumble. If a flammable product, the idle will surge upon burning the new and unexpected fuel material.

Staying on #2, if either stumbling or surging occurs, you have just confirmed a leak because nothing introduced from outside the manifold should be entering the combustion chamber and impacting the operation.

You can also squirt around all vacuum hoses to determine whether any of them is the culprit.

While a huge percentage of mechanics are not fully qualified for diagnosing less than obvious engine issues pertaining to electronics or idle problems, most should be acquainted with the methods described above. But ask first to verify they own a smoke machine if ending up seeking outside help.

After a 5 second power outage, the tv will not turn on.

Possible that the power while returning had a surge- this happens as the power needs to load up to stabilize . So it is always ideal to switch off power to all electronics devices when the power fails as if you are residing in the vicinity of the transformer then the surge will be high.
This will effect the power supply section which is a SMPS unit. Possible fuse or a driver would have failed.
