Yes you can but the advice is don't because for example if you have 40inch dia of a rim and if you are changing it to 35 then you have increase the throttle (rpm) to attain a particular speed that will be more throttle then what you gave in 40inch ( since it is smaller than what you have already) 1. Reduce your millage. 2.always engine running in hight rpm so wear and tear will be more 3.over heating 4.over throttling in bridges.
