I'm at a loss to tell you very much since you didn't tell me what year and model bike you're working on. But, you said that something was clicking even with the ignition off. This sounds like a circuit breaker activating. This is why your voltage is dropping. You have a short somewhere. Your meter reads 12 volts when the circuit breaker is "broken". Then when the circuit breaker resets, the short pulls the voltage down to 4 volts until the breaker again trips. This really sounds like the main circuit breaker under the dash of a Softail to me. Investigate where the clicking is coming from and you'll probably find a small metal device with two screws on it. Feel of it and if it is what's clicking trace to where those wires are going.

Good Luck
Steve

Look for a bad fuse for the cluster first. I'd want to fix the alternator voltage regulator before anything else.

How do I fix an electrical problem with a 2000 chevy tracker

There are fusible links, usually located near the battery attached to the big red cable, or near the starter motor and again attached to the big main battery wire.

Where is the alternator fuse on a 2005 Pontiac bonneville

DIM fuse #38 10amp in the rear fuse block .this is for battery sense for voltage regulator . The other two wires in that connector are to the PCM - engine computer .
Fuse Block - Rear
In the passenger compartment, under the left side of the rear seat cushion
Did you check the heavier gage wire on the back of the alternator for Batt. + voltage ? This wire comes from the fuse block under the hood an has a fusible link .
This is a computer controlled charging system.
Electrical Load Management
Electrical load management is designed to maintain battery voltage and covers more than load-shed. The dash integration module (DIM) will request increases in idle speed from the powertrain control module (PCM), when the vehicle is in park or neutral, as well as turn off loads in order to manage the electrical system and preserve the vehicle electrical power availability. The DIM calculates the battery temperature, voltage and charging rate at all times while the engine is running.

How to troubleshoot this electrical problem?

Hi HDWG1, if you have a 2000 FXDWG the fuses and main circuit breaker are located behind the left side panel and the bracket that is secured by four nuts. The very first thing I would ckeck is battery voltage sould be 12.5 volts or better. The second thing I would check is the battery cables to be sure they are clean and tight especially the ground cable at BOTH ends. In case this turns into a lengthy search and repair issue you can reach me for more free advice at xlch@mail.com. Do you have a service manual? Good luck and have nice day. Gregg

Clock does not rotate

If clock does not rotate, then check if outlet has power. Check for loose wires.
If clock rotated before and stopped working, then clock motor might have gone bad.

Replacement clock: Taco timer uses the FM1 timer module.
Voltage and timer information appear on back of timer.

Open following links to identify timer and model number:

For example Taco timer module is 24 hour, and 120Volts, and doesn't have battery back-up.
-If timer has on-off-timer switch, then model number is FM1STUZH-120U
-If timer does not have on-off-timer switch, then model number is FM1STUZ-120U

Where is the on switch, for constant hot water located?

Question posted under Taco digi timer control

Taco must have stock of old digi timers because that timer is discontinued.
It's a good timer. It's just been replaced by less attractive, more complicated digital timer with fewer buttons.
The manual switch for this timer is located at top and is denoted by 'hand' symbol.
Press left side for ON and right side for OFF.

did you try the DLR? ( daylight running light switch ) It's located under the battery in the left front fender below the headlight and it's attached to the radiator support. (Could they have made this any more difficult?) With the fuse still out, check the wires and the connector for any signs of shorting or fraying. If they check out, reinstall the fuse and use your voltmeter to get a voltage reading from the case of the DRL to the chassis. If you do get a reading, it means the case has lost its ground connection. Disconnect the electrical connector, remove the DRL, clean the mounting area and remount it. If the voltage reading falls to 0 and the lights are still on, the DRL has an internal short and must be replaced, this happens a lot on the taurus and sable

The bike was running last fall but will not start now but the plugs are not getting any spark, the bike will roll over though.

Is the bike an electric start or a kick start? When you say that the bike will roll over, do you mean that the motor will turn over? If it is an electric start, then it should be able to turn the motor over easily for a few seconds. If it drags or slows down quickly go right to the battery and check open circuit voltage or have the battery load tested. If it has an ignition module, then it might not start to trigger until a certain cranking speed is reached. This a common problem for batteries that are left out in the cold during the winter months. You might just need to give it a charge with a trickle charger. If the battery is OK, then check for power at the coils using a test light. If there is no power at the coils, then check for a fuse or fusible link. If there is power, then it could be a failed ignition module or CDI box. You might be able to have these tested at a bike shop.

Taco timers and Surge Protectors

Do they run at the same time? The two items consume
a lot of power. Check the voltage when they are turned on. If the voltage is below 90 Volts. The power surge at your Taco is great. Then, the surge protector could not
handle the current inrush that's why it's blown off. You
must install a surge protector that can handle the Taco
current inrush.
