Try tapping the carb with the wooden or plastic handle of a small hammer, or screwdriver, otherwise, you need to remove the bottom bowl, and then the float pin, to get the float out. (The needle is usually where the dirt gets, between the needle and seat.)

My 2004v yz 250 started leaking out over flow wouldnt startleaking runing or not

Sounds like the Floats in the Carburetor are stuck causing the Needle Valve to be stuck in the open position.
(OR the floats have failed. Replace them.)
This will happen if the bike has not been run in a while. The gas goes bad and gums up the Carb. The carb needs to be taken off & disassembled and cleaned with a suitable cleaner like B-12 from auto parts dealer. When gas goes bad, it has a distinct smell.

Every time i lean the bike over 1980 yz 250 gas just pours out the overflow and it wont start. What is wrong?

The float in the carb is stuck open. Remove the float bowl, dump out the gas and trash in it then spray the float needle area while gently lifting then dropping the float. The needle should free up. Put the bowl back in place.
