remove the speedo display from t5he top of the tank. undo the bolts that hold the tank onto the frame.
there is a pushfit connection which is sort of mid tank area. this is one of these squeeze and push things.

2003 VL800 Volusia Motorcycle. It will run fine for a good distance then start missing and bogging down. Once in a while it will actually stall. Normally this lasts for a few minutes then the bike will...

This is not a solution just a observation you may have water in the fuel tank that at times being that water of course is a liquid and is not stationary is finding its way from your tank into your fuel system.
Pass that thought on to your mechanic.

2003 vl800 Where is and how do I get to the carburator

take off the tank. you will see a breather hose that comes off your air intake up on the right side. under that is the carb. look in next to the air filter and you will see what looks like a large radiator type clamp. get a long flat head screw driver and loosen it. the carb will pull up and lay over on top after it is removed. you can then disconnect the air lines and the rest of the lines to it and it will be free.
