Hi, it may well be the gear pedal pivot, as this is iron going through aluminium it acts like a battery & corrodes, when this heats up it will become stiff
Strip clean & grease the gear pedal pivot & this should cure it.....
Or the bike has a bent shift fork or two. Don't try to fix it yourself. The entire engine has to come out of the frame then left and right side of the gearbox get stripped of all parts then bottom half of tranny case is removed then shift drum and forks. This is a pretty major undertaking for someone with no experience in gearbox work.
