You have a bad starter one way clutch inside the motor. You fixed the external problem now you have to fix the internal one. If the starter motor is turning but the motor is not, then the one way clutch is slipping on the large starter gear next to the flywheel. You will have to replace both the one-way clutch attached to the flywheel and the large starter gear that fits into it to fix the problem. The contact surface on the gear has become rough or chattered and is no longer smooth , so the clutch will not grab it hard enough to turn the motor over and start it.
