Some Viragos used a vacuum operated fuel petcock that allowed the fuel supply to open when the bike started and shut off when it stopped. There was a vacuum line from the intake to the petcock and this vacuum acted on a diaphram to open the fuel.
Sometimes the diaphram leaks and the intake vacuum pulls in fuel....causing a very rich mixture.
If you find it has a vacuum operated petcock, you could remove vacuum line and briefly open the
petcock manually using the PRI for prime position to see if fuel leaks out the vacuum port.
There are rebuild kits for the vacuum operated petcock

1995 chevy full size van, cranks wont start Replaced fuel pump, rotor, dist. started once but now why does it crank but won't start?

It could be a bad fuel pump relay. Or the relay is not getting the proper signal from the pcm to turn on. If a new relay doesn't fix, have the relay's circuit checked.

Have you checked Google I found this hopefully it's not your timing or it may be flooded but doubtful have you tried spraying starting fluid into the intake while cranking it

Virago 250 ran good until last parking. then, about two weeks later, what looked like a gas/oil blend began pouring out of the breather when cranking. engine would not start. removed carb and replaced...

Check you oil level first and foremost, sounds like your bike IS flooding. When you replaced your float needles did you inspect the seats they sit in?? if they have a nick in them they wont seal and flood. remove the carbs and bench test them. you may need to lap the seats if they are nicked if you need to please contact me and i will give you step by step on that part.
Good luck

I started my bike it ran for a second and stalled when I tried to start it again it wouldn't start. I already replaced the battery what else could it be/

They are real easy to flood . Try changing the spark plugs. It is fuel injected do not give it gas when cranking to start or it will flood.

Experienced recent cold weather. Car will not

It's flooded like you say.
If it's really flooded, you'll have to remove plugs and dry them off.
Install them.
Now when you crank engine, hold gas pedal to floor.
That will stop gas from spraying into engine.
You need to get the gas out of the engine for it to start.
Crank for 20-30 seconds with pedal to floor. Do this 3 times waiting 2-3 minutes inbetween cranks.
The starter needs to cool down.
Then after that start normally and see if it will start.
Remember if it will not start after 2 attempts, then the possiblity of it flooding is there and you'll have to clear out the gas by holding the pedal to the floor again.
