Not of lot of information except for what it's doing. Although you didn't say what type of carburetor we're dealing with, I'd guess it's one that needs some serious work. I'd guess that it has either been sitting up for a while or is just plain worn out. The backfirering, and the choke having to be out suggest stopped up jets and the only way it's getting fuel is through the enricher circuit. I'd take the carb off and take it to a qualified mechanic. It needs to be completely disassembled and gone through.

Good Luck

Why does my ATV bog down and die when I keep the throttle wide open?

If you are lucky, you might just need new fuel filter and the fuel bowl cleaned out, and maybe new air filter. If not so lucky you need carburetor rebuilt. Backfire is usaully caused by engine running too lean ( too much air for the amount of fuel present). Fuel bowls get gunk in them and the fuel needles and fuel jets get varnished up. The accelerator pump gets worn out gaskets and/or bellows and doesn't give the right amount of fuel mist when you accelerate.

Why does it stall out when given throttle, tail pipe backfires, and strong smell of gas.

Carbs running rich.. choke still on (jammed)
The carbs likely need a rebuild or a good cleaning.. try running SEAFOAM through the fuel system for a few tanks

Most likely needs valves adjusted. If you can give model number off of the engine, i can try to find the manual or instructions on how to do this for you.

the best thing to do is to clean or replace carb filter.. check spark plug for fouling clean or replace also if gas has been sitting in unit and stored outside I would drain gas because of water contamination..

It sounds like you are putting it into choke mode. The choke is usually all the way up on tractors. And it will make it backfire and flood out. Just rev it high enough to work and don't go into the choke mode. hope this helps.

Sounds like the gas and carb needs a cleaning. The gas may smell alright, but if it's not strong fuel it will cause alot of this. Also the carb needs to be cleaned, such as the bowl and etc. I use starter fluid to clean these.

Klr650 2006 not idleing good i have to keep the choke on a little

choke gives it less air more gas. but sounds like when you turn the handlebars you are pulling on the throttle cable somehow. check that it's all run right, if not tru tugging on the wiring harness that runs between the forks there may be some kind of short there,
