IF IT IS NEW YOU NEED TO TAKE IT BACK TO WHERE YOU GOT IT BECAUSE IT IS UNDER WARRENTY,SHOULD BE AND IT WONT COST YOU ANYTHING,OR MAKE SURE YOUR BATTERY IS 12 VOLTS CHARGED BEFORE TESTING ANYTHING ELECTRICAL SO YOU ARE GETTING A TRUE READING.OBVIOUSLY CHECK FUSES.IT IS QUITE POSSIBLE YOU MAY OF GOTTEN A BATTERY WITH A BAD CELL,IT HAPPENS BIKES ARE SHIPPED IN THE FALL AND IF YOU BOUGHT YOURS IN THE SPRING ,MY GUESS IT WAS LEFT CRATED OUTSIDE FOR THE WINTER
