Question about 1996 Suzuki GSF 600 S Bandit
This is an electronic tachometer and of course it receives its signal from the ignition, so if the engine runs fine then the tachometer is defective, not uncommon in this bike. A new one is about $400.00 last time I checked, so try and locate a used one.

If the wire from the tach to the coil ohms out fine run another new ground wire to the tachs metal body to the frame
If that doesn't help the tach in at fault and needs replacing
