Hi,
Check for a fusible link near the battery on the positive side. Also check for a good ground to the frame and that the connections are shiny and bright.

Yamaha 82 model XJ650: Throttle cable will not move. Disconnect cable from carb linkage and cable works freely, no resistance. However, if reconnect to linkage, throttle will not move. Bike has been...

hi sounds like the main spindle shaft that operates the carbs has seized spray penetrating oil wd40 or similar all over the outside of the carbs giving them a good soaking leave for a good few hours
and gently try and wriggle the throttle cable till it starts to move then spray it some more if this doesnt work remove the carbs and clean them out putting penetrating oil inside the throttle bores
you will probably need to take off the lower fuel bowls and clean them out too if its been standing a long time the fuel avaporates away and your left with a lot of corrosion inside that must be cleaned
out as it will block fuel flow through the carbs

I need to get the carbs off my 82 yamaha xj650 without messing with the synchronization

Remove the whole set together, When cleaning do not mess with any mixture screws. Pull the bowls off and clean the bowls and any jets there, If you are just cleaning you should not mess with the Synchronization. Take pictures as you pull the carbs off to be able at replace with out any trouble.

Engine revs to full throttle when starting 1100 Yamaha maxim

More likely too much air - runaway revs is indicative of too lean, not too rich. Regardless, it is your carbs causing the problem - strip them down and look - for peace of mind on an 82 bike, I would throw a rebuild kit at them.
