I own a 1995 Honda Accord, I just observe that running at 60-80 kph with less tha 1/4 on my tank will stop the engine (dropping to zero rpm) during stops on intersection or crossing. But will not stop if my tank is 1/4 + fuel in it. Is this normal or there is something wrong.

1995 honda accord speed sensor

is that a question, where, what ,when ,why, ,how. etc?
?
How or what said, it , guy on a bar stool
or scan tool or, flash codes, are we to guess that too?>
context?

speed of what, some cars have 3 speed sensor, RPM sensors
is what they are,
1 or 2 in engine, cam and crank, (for spark and injection timing)
some trans have 2, one front (rear of clutch) AND ONE ON Tail.
the tail is used to shift gears (TCM Brain) and tells the Speedometer your speed(mph or kph)
so which one?, and what trans, if its a transmission question
why not post symptoms and as for pro help, we have persons here that are Certified ASE techs. (retired )

1998 Honda Accord engine rumbles and stops

rumbles?, did the RPM drop below 800 RPM? that is called idle failure
and when it does, idle can go to 400 rpm and will shake hard.
and is normal for illegal idle speeds. so post that first.
post that engine stalls
and that the RPM is 400-500 just before the stall.
then post if the fast right foot can save the stall (a key test !!!!)
if easy the ISC is sticking.
if tad hard the EGR is stuck open'
if impossible to save. then more possible (many)
ever do the 60k mile tune up this decade????,. if not why not./ now.

95 honda accord fan blades

with engine off, grab the fan and shake it to see if there is any play in it. sounds like the bearing may have shelled out in it, causing it to drop down at a low rpm, when engine is revved up at higher rpm, centrifugal force lifts it back up.

Why when stopped at the light or stop sign, my 1995 honda accord engine looses power and drives very slowly for few yards before picking up power or speed?

Could be a weak fuel pump with the strainer being dirty, the fuel filter could need changed or possibly a leak in the seam of the gas tank. Pay attention to see if it also happens when you make a hard accelerated left turn, or if it is less noticeable when your fuel tank is full. When your tank is full, look for leaks under the car. You should also check for leaks in the fuel line leading from the tank all the way up to the fuel filter. You might get a CHECK ENGINE LIGHT that refers you to the injectors. This most likely means they are thirsty for fuel and are not getting it in the regular amount. Good luck.

Try checking the codes. You can do this at part stores like auto zone for free. It might be the maf sensor or if it says lean o2 sensor than it's the fuel filter.
