How much gas comes out of the carb when you stop? Do you turn off the fuel shut off valve when it is not on? It sound like you float in the carb is not working properly or or float needle is no good anymore because from the carb leaking gas thru the over flow the gas isnt getting shut off by the float and pin int the float bowl. These are relitivly cheap parts to fix if that doesnt seem to fix the problem then shoot me an email. Good luck A.J. Weaver
Fuel mixture is too rich. The easiest way I adjust those is to have a friend stand in front of the scooter, holding the wheel and handlebars still while I lightly hit the throttle and at the same time, adjusting the fuel mixture screw on the carburetor slightly. applying the throttle harder while adjusting, you should feel the scooter gain or lose power.
