These are all signs of a bad alternator. The car is running off of only the battery. The alternator charges the battery and keeps the car running. When the alternator quits charging the car will run fine until the battery dies. Then you can jump the battery and charge it, and the car will run fine until all of the electronics and lights run the battery down again.

I have a 2000 Subaru Outback, all the lights on the vehicle- headlights, tail lights and dashboard lights keep flickering when I drive.

May have a weak or broken motor mount along with a bad ground showing up as the engine torques and lifts up losing ground and causing the issue of flickering lights .

Battery wont charge, battery/ABS/SRS/BRAKE lights come on while driving and flicker. voltage increases to dash lights/fan speed/headlights periodically.

Get a volt meter, start your car and see how many volts your car is producing while running. Should be around 14 volts. May want to watch the meter for a while since your electric seems to fluctuate. Most voltage regulators are internal of your alternator. If you are getting a lot more or less than 14 volts while running, replace the alternator. If it is not charging, voltage will drop as vehicle runs, until battery is dead.

Your alternator is not charging the Battery, I would replace the battery with a new gel battery and have the alternator checked, bets on your battery just died.

Was fine started great then voltage hand went left abs light came on brake light came on dome lights came on head lights went off all panel lights went crazy blinking then jeep would not start without

Seems to be having problems with the alternator. Alternator itself can be bad, but also the voltage regulator, which sits inside the PCM (powertrain control module).
Don´t continue using with battery voltage around the 10V, because it will ruin your battery as well. Completely charge the battery with an external battery charger and let the alternator be checked out first.

Not sure

The most likely problem is your alternator, but you can check with a volt meter to ensure that is your problem. Start your car (use a battery charger or jump to start it if you need to) and put your meter on the battery post's. If your reading 13volts or so your alternator is working and maintaing voltage, however if your reading starts dropping to 10 or less(may take a few moments to drop) then it's probably your alternator. You can also check your battery's voltage before starting your vechile, if the voltage increases after you start the vechile then it seem to be charging. Alternators can be repalced somewhat easily, however you do have to remove the fan belt, and re-route after installing the new alternator. If you have some expirence working on cars you can do this yourself in your driveway.

Hope this helps
