Check to make sure all your chassis and body grounds are good. If they are not grounded properly weird things happen.

Cause fuse keep blowing

You have a short. you will need patience to route the wires from the harness to the light source, and to inspect for frail damaged wires.

My left break and blinker light don't turn on. I have a 2003 dodge neon. can this be a fuse and if it is which one is it?

If the left front light works, then you don't need a fuse you need a bulb for the left rear light.

Parking lights are blinking and right blinker is blinking

Hi there.
Your main problem is that you have a bad earth on one of your lights .
Dose the side lights still blink with the left hand blinker flashing and dose the Tail lights also blink when the parking lights flash(if so you have a bad earth on 1 of the lights either rear or f/parking lights)
If you cannot find it call into the local elect autos and they can fix it in 15 minutes max.
Other wise let me know and i will work it through with you

My blinkers wont work but the hazards work. No fuses burnt out.

That would most likely be the switch itself. Fairly common
