Hello glw62.
The symptoms you describe could be any one of the parts that the lever pulls on.
One or both of the brake cables that go to each rear wheel could be partially seized.
Or the linkage that the cables pull on inside the brake drum (if equipped) could be rusted.
If your accord has rear disc brakes you may need one or both of the calipers repaired or replaced.
Wiggle the cables vigorously to help release them if they are now stuck on.
Have someone pull and release the lever while you observe the action of each cable.
Look to see which one does not move back freely.

Steering wheel locked up

Just a question that might help.
Are the wheels straight or turned at a hard angle? If the wheels are angled turn the steering wheel in the same direction and then try to turn the key with pressure still on the steering wheel. You have to take the pressure off the stop to have the key cylinder turn.
If the wheels are straight have you tried a different key?

Steering wheel is locked cant find pin to unlock it

Its going to be inside the steering column near the ignition switch. When you turn the ignition it unlocks the steering lock. You can't really manually unlock it unless you break the lock system

Key wont turn in cold weather, locked

Sounds to me like the ignition switch needs proper lubrication may want to take it out and rub some lithium grease into it.
