Hi and welcome to FixYa!
I strongly suggest that you remove the rear side flarings to get access to the plugs and carburetor. By removing this you can move freely and perform the diagnostics. The flarings are usually secured by screw and plastic snap ons so pull them with care when the screws are loosen.

Hope this helps and thank you for using FixYa! Have a good one!

you will need to strip out the steering columm cowling , usually screwed from below part through to top cowling , remove once screws removed , you will then have access to the switch and will see how it is secure in position ,usually two bolts/screws holding it in place remove these and then disconnect the wiring connector , easy if you take your time , also lower steering wheel rake adjuster once cowling removed will give you a bit more room to work in

Starting trouble

if it's on a pushmower you will have to remove cowling to expose top of crank & flywheel & confirm the key holding the flywheel in place has not sheared. common issue after abrupt stop of blade. If carb problem would need more details on type of briggs. did you check for spark? if you have gas check to make sure float is not stuck closed. sometimes with gum buil up the needle sticks & stops gas flow. i have tapped slightly & been lucky to free but more often have to take apart & clean

It has stood for 3 years put new petrel in charged batrea not asound when pressing start button

Try draining the carb to attempt to flush out any gum that has accumulated in the float bowl while storing.
If that doesnt work , you will have to remove the carb & strip it down, blowing through the jets.
Also fit a new plug.
When storing away , always drain the carb down to prevent it gumming up again !

your carb needs to be cleaned/rebuilt,the jets are clogged from the old fuel,if the fuel that was in the tank had a really bad smell, then the fuel is bad,and what was in the tank is also inside of carb.(carb kit).

Sounds like the carb could use a cleaning and setting by a professional...install a new plug and a new air filter.. AFTER the professional carb cleaning and setting.,,do this and repost

could be a few things going on . have you checked the vacuum lines? could have one plugged or collapsed? Could be a carb problem? have you installed a carb kit yet ? or you could try a hotter spark plug.

Classic storage problem is moisture entering, coalescing, condensing in petrol and in electrical circuits what you' v done is right but try WD40 on low & high tension side of ignition and a dose of easy start, once running give a good run and store with cling film over open ports with a acumen type charger left on.
