Unless someone has replaced the factory gas cap, it doesn't have a locking cap. Check the center of the cap for a slot to insert a key, if it does, it is a locking cap and isn't the original.
This should be a normal threaded cap and will twist off in a counter clock wise motion. If the cap is not original and has been replaced with a locking type cap, it will require a key to unlock it and the removal procedure will be the same as the original cap

Old post. but this is common on ALL EFI CARS. great question and is very easy. btw one of the best posts on the forum best of 1300. the gas cap must have the proper vacuum breaker (ask STANT for one) if missing the cooling fuel will pull and illegal vacuuum and the gas tank will implode (crush) I have a nice photo of same car doing that. this vacuum also stalls the fuel pump, as the vacuum builds. this happens on cooling day not getting hotter day. to prove this drive with the cap loose and ignore the ECU check light for EVAP failure. (pressure test fails) loosen the cap key on, 3 times to 5 times to build pump pressure, the pump only runs key on for 3 sec. then start it up. the other proof of lost fuel is the test fuel test. Gas cap locks are rather crude ,almost any cap lock key will unlock another,just wiggle the key like a lock pick,most likely will open. Any key thet will fit in the cylinder
take it to a lock smith to remove the broken part or you could jam the broken part down to where the ignition will turn with the broken key. I advise taking it to a lock smith to remove the broken part
Autozone or oreily just any gas cap just about will do. To force open use a flat head screw driver, hammer and pliers. Drive the FLAT tip screw driver into the gas cap and use the pliers to turn. These vehicles did not come factory with locking gas cap so some one has replaced it once before. Don't worry the worst you can do is ruin the gas cap which is no good to you any way.
There is a lock inside there, but it should only be actuated when you've locked your doors. By pushing the lock button on your key fob it locks your doors, rear hatch and your gas cap cover. Once you push the unlock button the lock inside will retract back allowing you to push on the cover. If you do have your doors unlocked, then it could be either the lock is not retracting as it should or the metal clip that the lock contacts with when in the out position may be bent out of shape and still in contact with the lock when the lock is retracted.
