It is in the fuse panel under the hood right in front of the driver.
It is one of the 4 relays in a line on the left side of the panel. If you think one is bad just switch it with another in that line and see if it fixes it.
Check that the Duty Solenoid B is good. Diagnostic may indicate a code 12. Easy to replace. Solenoid is on valve body next to filter. Must drop pan and should be right there. Call Subaru dealer with your VIN number and they can verify. Price is about $150 to purchase over dealer parts counter.
