Changed the fuel filter and water pump. Now the car won't start. Removed the spark plugs , water coolant was present in 3 cylinders. Turned engine over and water blew out of 3 cylinders. Cleaned spark plugs and reinstalled them. Attempted to crank engine, engine almost started but did not. Suggested solutions .

Likely dribbling injectors and/or bad spray patterns.
Many older fuel injected cars can sometimes get themselves into a sort of bad mood where for no apparent reason they fire briefly when the key is turned and then stop and further attempts at starting just wets the spark plugs.
Pulling out the fuel pump fuse and cranking with the throttle wide open will usually restore the engine to health until the next time.
I notice opening the throttle prior to starting does tend to overcome the problem, being careful not to over-rev the cold engine which means very quickly lifting off to a fast idle without actually lifting off altogether.
Check the fuel pump relay. As you are cranking the engine, you should hear a whinny sound of fuel being pumped into the injectors. Interval would be about 5 seconds. If you don't hear this sound, relay is shot. You can try swapping the relay of the same number with another function to try to start normally.
I think you are making some assumptions and may be overlooking the problem. What is the actual fuel pressure at the rail ? Are you getting a good spark at the plugs ? Do you have normal compression on all cylinders ? Is the check engine light on when you turn the key on ?
Check for spark. If there is none take a peak at your work. The crank sensor is in that area and it is possible you damaged it when you replaced the water pump.

even though , you changed the spark plugs, were you getting any spark before you changed them, if you didn't check for spark, i would check out the coil, for spark, you can do this by removing 1 of the spark plug wires and ground it, then have someone to crank over the engine, to see if spark is present, if no spark, i would check the ignition control module inside the distributor.
Pull one or two sparkplugs and check them for moisture; not fuel, but for water beads.
I don't know how long your engine ran after losing coolant but there is a chance that you lost the head gasket and have gotten water into the cylinders.
Probably your spark plug get wet (water get into your spark plug), so it doesn't work quite well to give high voltage spark to burn fuel.
Clean your spark plug by removing spark plugs of 4 cylinders and clean, start engine to blow out the residue water in spark plug socket. And install spark plug into 4 cylinders
