Question about 1999 Ducati Monster 900
It will need the carbs serviced, as something must be stuck in the float valve jet.
It might help to drain the cabs completely, this will allow the floats to drop to the bottom of the bowls and hopefully the dirt in the float valve will clear as well, it only takes something small to cause a problem like a hair
