It's a low pressure/low volume cavitation style pump because the fuel tank petcock is lower than the carb so it CANNOT gravity feed. Ga_drifter has a good suggestion here. If that does not work for you, check for crimps/kinks in the fuel line itself. More than likely behind clamps/ties where not visibly seen.

It seems likely that your fuel pump is not operating, you should hear the fuel pump priming when you turn on the ignition, if not the fuel pump is at fault, this is not uncommon and a replacement is the answer.

You can not leave anything sit for 2 years then expect to go for a cruze with no trouble. The carbs probably have scum built up in side and will have to be rebuilt. Yes I have heard of this for years.
