If your motorcycle is burning oil this indicates worn top end components. A leaking crank shaft seal would be leaking onto the ground. Yes you can replace the seal without splitting the cases, with the right tools.

Hi I had one of these a very long time ago I believe that all the wiring is the same as its bigger brother the infamous T250 **** I'll see if I can get any info for you Ride Safe Bike-Doc

If your talking about air fuel mixture screw a good place to start is turn screw clockwise till stops.back out 1 1/2 turns get bike running see how throttle responce is.If bike is still sluggish then try 1/2 turn increaments counterclock wise till bike runs smooth.Good luck ...Brian
