It seems the only solution is to exchange the ABS Modulator. I´ve not heard of any repair company that refurbish these parts. It´s an expensive reposition part, and I´ve just got the problem on my 2007. It seems the 2008 GS has a Recall for this problem, but not on the 2007.

If my translation software is correct, I understand that on a cold start one of your cylinders is misfiring, not running properly. If this is correct, since you say you have changed wires and spark plugs, you problem is either in your ignition or your fuel system. Since you didn't mention any misfire problem at high engine speeds, I'm going to say that you probably have a vacuum leak on the misfiring cylinder.
When the engine is cold and you are starting the engine using the enricher, the manifold vacuum is very high. If you have a vacuum leak, it is going to draw in a lot of air under these conditions. I'd replace the seals at the intake manifold and head junctions and the seal that the carburetor plugs into on the manifold. There is also a vacuum hose that supplied vacuum to the VOES switch and the fuel petcock, check to make sure it doesn't have any cracks in the hose.
