Question about 2000 Harley Davidson FLSTC Heritage Softail Classic
Hi Wags1955, you have a hard/dead short that should be easy to find generally they are the easiest. Time to get out your test light and start tracking the wire from the power side of the circuit breaker or the blown fuse receiver, when the test light quits lighting you are very close to your short. For a free wiring diagram please visit the website below and good luck.

not only headlight is energised when the key is turned on,so it could be anything on the switch, dont just replace it over and over, your wire harness will continue to acrue damage. Check for fuse purpose, then look at that circuit for damage
Tail light may be blown or be grounding out.(may be the problem)

SOURCE: I have a dead short
Remove the headlight from the nachele or the housing. Inspect the headlight "pig tail' . I've seen the plug get hot and melt on the backside of the light.
