Question about Honda CB 350 F0 Motorcycles
Generally when you try dumping a little gas down the carb, or use starting fluid, and if it still does not even sputter, it is electrical and not a fuel problem.
I would use an inductive timing light to tell if you really have spark or not.
If there is no spark, then it is either ignition switch, the pickup or the coil. The coil is easily checked by a parts place like Autozone. Ignition switch can be checked with test light.

it sounds like its starving for fuel, when it runs lean you will get backfires and if its running rough then it may be starving for fuel at idle. Try adjusting you mixture screw and see it the engine will smoot out. Your carb my be dirty and not allowing enough fuel through it.
