Check for dirt or water in the carb definately.
fit a new spark plug and clean the airfilter.
check all electrical plugs.
The ignition switches can become corroded inside as well.

WR450 has fuel coming out of a breather hose. Not the same hose as the bowl drain. Runs well, but super hard to start. The only way to stop the flow is to switch the gas to the carb. I suspect I'll be...

No short cuts, it may need a carb clean, replace the float needle jet at the same time, they are not that expensive.
You can loosen the carb and turn it sideways to get the bottom bowl off, this may save a few minutes.

I think that the WR version has electric start, but it may require that the engine cases be changed, pricey!!! Not to mention wiring, battery, and on.

Gas poors out the over flow

yes anytime in my experience gas coming out of the overflow means float is stuck, sometimes you can tap the carb with the handle of a screwdriver and get it to work, but usually it requires a carb rebuild

Stagger/stammer/flat spot when going to WOT

The slide needle setting is probably to blame. Move the needle clip one notch lower. This will feed more fuel sooner to better match the in-rush of air from the rising slide. Also be sure the carb and carb manifold bolts are tight.

Carb modifications keep the designers employed.
