could be a fuel issue or vacum issue also. If the bike stays running with you giveing it gas, then it may be an idleing issue.I would test first to see if it stays running when giveing it gas, if so then adjust the idleing. If not then I would reccomend a good fuel system cleaning. If the problem still persist then I would start checking for a vacum issue.

I would have it checked out. I know that it has limitors on it but it shouldn't be half throttle. It should rev as soon as you start twisting the trottle.

Pull the fuel hose off to see if fuel will run out when the fuel tap is 'on'. If nothing, check the tap filter screen for plugging and clean it with spray carburetor cleaner. If you get fuel to run out, try checking the float needle in the carburetor for sticking.

an exhaust leak can, check the exhaust gasket and bolts.Carbs being loose unlevel or dirty can as well. the carbs may need too be set for proper timing with each other.
