Hi ,
your timing is out and needs to be checked and re-adjusted .
If the bike gets hot very fast and lacks of pwer its only due to timing.

Wont rev, ticks over fine

Sounds like a broken cable to the throttle body.

Check that both cables are intact.

Kawasaki Bayou 220, cleaned carb. dont completely understand the floats but all jets are clear. reinstalled fuel lines, throttle, and choke cables. Starts great, also idles great. BUT when i test drive it:...

To start with was it fine before you cleaned it? Is any gas over flowing from the carb at any time? Does it start well when cold or hot? Will it take throttle slowly but not quickly? Did you adjust your air screw? These answers will help me determine what is going on. Did you pull the float off? Did you check the choke and make sure reassembly is correct?

WONT REV ABOVE 3500 RPM

Hi, Anonymous for this situation I would call my local dealer or reputable shop's service/parts department and inquire about any possible quick fix, answers, or parts inquiry. If necessary, transport your bike to the dealer or shop and have a professional technician take it for a test drive, if it is in running condition, and give you a written estimate of repairs and answer any specific questions you may have about your problem. Ticking in motor, then stops for about a month, then starts ticking again. oil changed. in nuetral it wont rev past 3500 rpm

It wont rev past 3500 in driving?
The governer on these is set to NOT allow a higher rev when car is stopped and not in gear.
Try to change oil viscosity or filter manufacturer. Some filter manufactures put in a bypass valve that kicks in too early.

Wont rev past 3/8 throttle!! I NEED HELP.

could be. I had a 91 kx 250 that was acting crazy and it turned out to be the stator and cdi box. you can check the stator easly with a omes meter but the cdi box is nearly impossible to check. you pretty much have to buy a new one and try it. also check to see if your power valve is working.
