Congratulations on owning a fine classic motorcycle. Best to start about 1 1/2 turns out. Maybe you can get some better advice from the guy or gal at the parts counter at your Honda Shop.

How do I adjust the carb?

there are two screws on the outside of the carb the bigger one with knurling on it is the idle control screw the other one is the air to fuel control screw. It may be necessary to adjust both but try the idle screw first. It may need more adjustments as it warms up. Just mess with it until it idles thr way you want it. Hope this helps.

The hose on the bottom of the carb is just a drain hose. It connects to the bottom of the carb and nowhere else.

Check that spark is good. Make sure carb floats and jets are clean. Needles and seat also tend to get worn and warped and need replacing which is very common.
