Question about 1991 BMW R 100 R
Sounds like you need to look at the carbs there not getting a good fule flow to them,,,,check this first,,you need to adjust both carbs to open the same amount and this can only be done on the throtle cable's at the carb,,,if your bike feels a bit lower on power than your palls,,do a compreshion test on both bikes,,if his has more compreshion than yours thats why he can wip you on hills!
