It should read above 13.4 Volt Amp. Normally a charging system will input from regulator about 13-14 V Amp no less to charge/top up the battery then cut-out switch will maintain the charge until next usage.

1. Remove it.
2. Disassemble it. You will need snap ring pliers.
3. Reassemble it with new rubber seals.
4. Reinstall it and bleed the brake system.
(Check price on replacement, as it may be comparable to the price of just the parts.)
