I have a 150cc Jackal Scooter that aquired but was informed that even thought has less than 1 mile on it that it hasnt been started in over 2 years and now even after charging the battery and adding fresh gas with sea foam additive (sea foam is supposed to help with the extended storage) but all i get is ehhhh ehhhh ehhhhh. So turns over fine, lights work etc etc but just cant get it to get past the ehhhhh ehhhhh ehhhhh. Pleas help

The starter solenoid is somehow grounding out.
Something is touching the positive and negative on the solenoid.
Usually you touch the negative and positive on the solenoid and it will start to turn over however it won't start.
