On the older FL models, there was chrome cover that covers the handlebar risers. It was held on by two bolts, one on each side of the cover right in the middle of the handlebars. Remove the cover and you can get to the riser. Loosen the top bolts of the riser and adjust the bars. Unless they've changed something, this should work.

Good Luck
Steve

Need to raise the handle bar on my 2007 Marin Argenta road bike.

The stem for the marin is fixed so you'd have to replace it with one that is higher if you wanted to raise the elevation of your handle bars. You can pivot the handle bars for your preferred angle of comfort though. Loosen the 4 screws on the top of the stem and then you can adjust the handle bars to the correct angle that is best for you.

Need to adjust height of handlebar on a jeep sahara bicycle

Most bikes use an allen key to adjust the height of the handle bars. Typically 6mm. But be careful most bikes do not have much adjustment that can be done to the height of the handle bars. The handle bar stem will have a line on it of the "minimum insertion". That line must be below the top of the head set nut for safety reasons. Look for the line as you adjust the height.

How do i adjust the handle bar height

the handle bars run thru your neck in the center, you should find a hex head bolt inthe center of the neck, loosen it then pull the handle bars up, be careful not to unscrew the entire bolt in the neck
