The car is shutting down unnecessary components inoder to maintain proper voltage to keep engine running, (yes newer cars can do this) Check your battery and charging system.
If the vehicle has been sitting for a while, you should start by draining the fuel tank, and changing the engine oil. Gasoline does go bad if it is just sitting for a period of time, and will cause the issue you describe. Most likely, your issue is simply bad gasoline.
This is a known problem and you will need to have a new ign cyl to fix the problem. Sometimes you'll be able to get the key to turn if you: with the key in the ign, use a small hammer and a brass drift/punch tap on the face of the cyl housing. This will allow the cyl tumblers to seat. Then try to turn key. You may need to do this a couple of times until the key turns. NOTE: if it works DO NOT REMOVE THE KEY UNTIL YOU GET SOMEWHERE THAT YOU CAN HAVE THE CYL REPLACED/REPAIRED BY A LOCKSMITH. Hope this helps. Good Luck and please leave rating.
Did you check the timing? Also make sure the injectors are putting out the correct amount of fuel. By oxygen sensor I'm assuming you replaced the MAF (mass air flow) sensor? Are all the vacuum lines in good shape and is the EGR vavlve actuating correctly (they can get gunked up)? Is air getting into the fuel lines somewhere? Is the engine not getting enough air when the turbo isn't on? Maybe your intake is clogged up but this isn't extremely likely since you'd notice power loss at higher speeds. What was done recently to the vehicle that might have caused this?
