What has happened is your speedometer and tachometer drive motors are failing inside your silverado instrument cluster. I see this very often in GM trucks, to fix the problem you need to have your instrument cluster rebuilt.

Hi, your speedometer and tachometer drive motors are wearing out and need to be replaced. You'll need to pull your instrument cluster and send it off to be repair.
Make sure you have installed the battery correctly red cable on the (+) and black cable on the (-) side sounds like it may be reversed this wold cause instant battery drain.
