There maybe an issue with fuel flow/delivery. Check the operation of the fuel tap and connecting hose. Has the fuel filter been serviced/replaced? Carburetor float level may not be set correctly, jets maybe dirty and blocked, these are all simple fixes if you are handy with some tools. Otherwise a relatively cheap fix by a dealer or more knowledge on the year/make/model of your scooter. Cheers.
I have the same problem on a grand prix 125. At medium throttle it progressively looses power A LOT. I also noticed the same thing when going down a slope and keeping the throttle low for a while. Once this happens you must let the throttle go for 1-2 seconds and then open it again. 1)it happens progressively (it takes some seconds to realise its loosing power) 2)to recover from this condition you need to either let the engine rev as you go with the throttle closed for about 2 seconds and then pull again or open the throttle completely! 3) if you treat the throttle aggressively all the time it never happens (however the scooter is missing a kick at medium throttle).
