Hello, my name is Ben. It sounds like you are running out of gas. I'm thinking allowing it to sit for a few minutes is letting the carbs fill up with fuel. This leads me to believe there is a partial blockage in one of your fuel lines, or your fuel petcock. I would suggest removing the fuel lines and making sure they are not clogged with any trash. Also, I would check and clean the fuel petcock. Be careful with the petcock, there are small parts that are easily lost.

2000 beetle will die at random times, and will not start for about 15 minutes!

this can be caused by a bad fuel filter or dirty injectors. try a bottle of fuel injector or fuel system cleaner in a tank of gas. i suggest lucas products which can be found at any parts store.
